Shared Vision Planning

Shared vision planning combines the best planning, public involvement and modeling techniques.  This site provides a "template" shared vision model to help you build a model for your watershed or basin.

Shared Vision Planning.   This "how-to" guide shows how a hypothetical community (Fairweather) would use shared vision planning to develop a strategic water resources plan. The guide include links to a "template" model to help your team build a shared vision model to evaluate alternative water management plans in your problemshed.

Template Model is a runtime version of the companion model for the hypothetical case study.  To run the model, you have to obtain at least the free, run-only version of STELLA, available online.

Managing Water for Drought. This is the "how-to" guide from the National Drought Study. Shared vision planning was named "shared vision planning" after the completion of this report, but this is where the method was developed and tested. This 200 page (1.7 MB .pdf file) report devotes a chapter to each step in the planning process, includes a step by step checklist, and then separate short appendices for the following topics as they relate to drought: Origins of Federal Water Resources Planning Guidance; Politics, Advocacy Groups, and Water Agencies; Computer Models of Water and Related Systems; Water Law and Drought; Environmental Evaluations - Key Issues from the Case Studies; Economic Evaluations - Key Issues from the Case Studies; Hydrology; Alternative Dispute Resolution; Drought and the Public; Conceptual Basis for Circles of Influence; Forecasting Water Use to Manage Water Conservation; Lessons Learned from the California Drought 1987-1992; the Principal National Drought Study Case Studies; and the National Drought Atlas.
