Our History...

Planning and Management Consultants, Ltd. was founded in 1976 in Carbondale, Illinois (125 miles southeast of St. Louis, Missouri). PMCL is an employee-owned, qualified small business enterprise. PMCL employs a professional staff consisting of engineers, economists, planners, geographers, and computer scientists. PMCL is organized into six interrelated divisions: Environmental Planning, Integrated Water Resource Planning, Resource Economic and Quantitative Analysis, Military Resource Planning, Management Information and Integration, and Software Engineering Services. In addition to our very capable in-house experts, we also have a nationwide network of individual and corporate partners who, when called upon, will provide our clients additional expertise. Currently, our client base includes federal, state, and municipal governments and organizations. In March, 2003 PMCL was acquired by CDM, a full service, global consulting, engineering, construction and operations firm. PMCL continues to provide our specialized service from Carbondale as a proud member of CDM Federal Programs. We now are referred to as PMCL@CDM.
