computing power, a more informed public, heightened environmental concerns,

Research
Oftentimes when a new tool is being created or new policy being formed,

literature is reviewed. A comprehensive review of published and unpublished
studies offers opportunities to assess the state of knowledge on a certain
topic. From this selected research directions can be specified. PMCL staff
has the subject matter expertise and educational training to cost-effectively
research water resources planning issues.
Analysis
Decision support challenges can be supported through statistical analysis
of compiled data. Statistical analysis can be used to describe the past,
estimate the present, and predict the future. PMCL's experienced statisticians
and econometricians can develop statistical applications to meet your
specific needs. Similarly, other numeric methods, mathematical models,
and simulations may serve the analysis appropriately. We have the capability,
experience, and enthusiasm to ensure the analysis directly addresses your
management questions. It should also be noted that in the case where quantitative
data are not available, PMCL is experienced in qualitative analysis information
in a range of ways to ensure this information is processed appropriately

Computing
Whether desktop applications or enterprise level data systems, PMCL develops
custom client-driven automated solutions that directly support water resources
management and decision making. While technology has improved, the need
for analysis and design is still a fundamental component of any development
process. Our team works with the client in the conceptualization process,
design, prototyping, development, and training. Rapid Application Development
guarantees that the client, prior to acceptance, reviews multiple prototypes
and PMCL strongly adheres to this approach, which helps ensure that the
development process meets client needs. Common tools for PMCL's programmers
are: Visual Basic, Access, Visual Interdev, C++, and Oracle's Designer
2000, Developer Suite, and Oracle Express.
Collaborative Planning
Contemporary water resources management decisions
are serviced extensively by task forces, advisory groups, ad hoc committees,
technical support committees, public meeting where the benefit of a range
of perspectives and insights are brought to the table. PMCL is solidly
